(3) Three clear days at least before a meeting of
the Council

(a) notice of the time and place of the intended
meeting shall be published at the offices of the
Council, and where the meeting is called by
members of the Council the notice shall be signed
by those members and shall specify the business
proposed to be transacted thereat; and
(b) a summons to attend the meeting, specifying the
business proposed to be transacted thereat, and
signed by the clerk of the Council, shall be left
at or sent by post to the usual place of residence
of every member of the Council:
Provided that want of service of the summons
on any member of the Council shall not affect the
validity of a meeting.
(4) The notice of a meeting of the Council at which
resolution for the payment of a sum out of any fund under the control of the Council (otherwise than for ordinary periodical
payments), or a resolution for incurring any costs, debt or
liability exceeding one thousand dollars, will be proposed,
shall state the amount of the said sum, costs, debt or liability,
and the purposes for which they are to be paid or incurred.
(5) Except in the case of business required by this
Ordinance to be transacted at the annual meeting of the Council,
no business shall be transacted at a meeting of the Council
other than that specified in the summons relating thereto.
3.- (1) At a meeting of the Council the Chairman of the
Council, if present, shall preside.
(2) If the Chairman of the Council is absent from a
meeting of the Council, the vice-chairman of the Council, if
present, shall preside.
(3) If both the Chairman and vice-chairman of the Council
are absent from a meeting of the Council, such councillor as
the members of the Council present shall choose, shall preside.
